The Philippine Health Data Consortium, Inc. (PHDC) is a collective of multidisciplinary professionals, healthcare advocates, and institutional partners dedicated to the ethical stewardship of the country’s health data systems. We believe that health information is more than just a technical asset—it is a shared national trust. In a Philippine healthcare system that has historically been fragmented, we exist to bridge the critical gaps between technology, policy, and patient care.

By championing a whole-of-society effort, we ensure that the rapid adoption of digital health and artificial intelligence remains strictly grounded in equity, protecting both the medical dignity and financial security of the ordinary Filipino down to the grassroots level.

Our Mission

A boundaryless Philippine digital health ecosystem defined by ethical integrity and interoperable frameworks, where data is held as a protected trust to seamlessly connect 70% of all Geographically Isolated and Disadvantaged Areas (GIDA) to the National Health Data Repository. By scaling healthcare delivery through humanassisted AI, we ensure every citizen’s health narrative drives public policy, innovation, and end-to-end secured healthcare for all Filipinos.

What We Do

We ensure that the rapid advancement of digital health tools translates into tangible, real-world impact, not just theoretical exercises. We purposefully build technology, executing our mandate through four strategic pillars, deliberately mapped to the World Health Organization’s (WHO) Six Building Blocks of a Health System:

    We develop and enforce interoperable policies to eliminate zero algorithmic bias, cultural inclusivity, and protect patient rights. Our commitment ensures that technology benefits all Filipinos, reaching grassroots level while preventing automated harm and financial toxicity.

  • We operationalize secure data architectures.


    We create and maintain secure, national-scale data-sharing sandboxes. Governed by strict legal frameworks (DURSA, DUSA, and DAA), we ensure that Philippine health data is integrated seamlessly and treated as a protected national trust, not a commercial commodity.

  • We mobilize talent to drive clinical innovation.

    We implement collaborative capacity-building initiatives, including national Datathons and Connectathons. By convening multidisciplinary experts—clinicians, data scientists, and patient advocates—we transform raw data risks into Last-Mile Ready Solutions.

  • We drive financial sustainability to protect the grassroots.

    We leverage deployment-ready assets through expert consultancy to ensure the Consortium's sustainability. Our financial frameworks, including equity True-Ups, are designed to keep technological solutions affordable and accessible, preventing out-of-pocket financial burdens for ordinary Filipinos in underserved communities.

The official emblem of the Philippine Health Data Consortium (PHDC) is a hexagonal digital seal featuring a vertical Philippine flag, eight structural columns, and a central Rod of Asclepius. This emblem embodies the organization’s core mission: to catalyze the interoperability of multisectoral health data systems as a national service, aiming for improved patient outcomes across the Philippines. Each design element actively reflects a balance between sovereign identity, healthcare priorities, and the ongoing digital transformation, fostering a healthier future for all Filipinos.

It reflects the Consortium’s commitment to leveraging data as a strategic asset, strengthening health data systems, and improving the lives of all Filipinos.

Official Emblem: Symbolism and Rationale

The National Anchor (Vertical Flag) - The vertically oriented Philippine flag, crowned by the sun and three stars, affirms the Consortium’s sovereign mandate and national scope. It signifies a commitment to serve the entire archipelago—from national institutions to grassroots communities—ensuring that health data systems benefit all Filipinos.

The Network Node (Hexagonal Boundary) - Departing from the traditional circular seal, the hexagonal form represents a foundational unit of structure and connectivity. Inspired by honeycomb patterns, it symbolizes seamless interoperability, system integration, and the interconnected nature of health data ecosystems.

The Digital Architecture (Eight Columns) - The eight vertical elements, abstracted as digital bars, reflect the Consortium’s structured and data-driven foundation. Their symmetry represents PHDC's core principles (Governance, Architecture, People, Standard; “G.A.P.S.”), and its four strategic pillars (Operational Engines: Ethical Governance & Equity, Financial Sustainability, Infrastructure & Architecture, Talent & Innovation)—aligned with the WHO Six Building Blocks of a Health System—reinforcing a cohesive approach to health data systems strengthening.

The Clinical Core (Rod of Asclepius) - Positioned at the center, the Rod of Asclepius—rendered in surgical green—serves as the universal symbol of medicine. Its prominence underscores that while data and technology enable progress, patient health and clinical outcomes remain the highest priority.

Data Sharing Legal Framework

Engaging with PHDC based on institutional mandates and legal limitations:

    • For: Hospitals, Private Clinics, Academe, Commercial Partners

    • Philosophy: "I contribute data to co-develop a solution, and to share in the resulting IP or financial equity."

    • Mechanism: Shared IP ("First-Use" license); Eligible for True-Up settlement.

    • For: National Government Agencies (NGAs), LGUs, Sovereign Regulators

    • Philosophy: "I contribute data for a project but cannot accept shared equity due to statutory limits."

    • Mechanism: Excluded from True-Up and IP ownership to protect against COA/audit violations.

    • For: Independent Study Groups, Graduate Students

    • Philosophy: "I request for read-only permission to analyze existing data for an independent research."

    • Mechanism: Zero extraction rights. Output is restricted to an academic artifact.
