The Philippine Health Data Consortium, Inc. (PHDC) is a collective of multidisciplinary professionals, healthcare advocates, and institutional partners dedicated to the ethical stewardship of the country’s health data systems. We believe that health information is more than just a technical asset—it is a shared national trust. In a Philippine healthcare system that has historically been fragmented, we exist to bridge the critical gaps between technology, policy, and patient care.

By championing a whole-of-society effort, we ensure that the rapid adoption of digital health and artificial intelligence remains strictly grounded in equity, protecting both the medical dignity and financial security of the ordinary Filipino down to the grassroots level.

Our Mission

A boundaryless Philippine digital health ecosystem defined by ethical integrity and interoperable frameworks, where data is held as a protected trust to seamlessly connect 70% of all Geographically Isolated and Disadvantaged Areas (GIDA) to the National Health Data Repository. By scaling healthcare delivery through humanassisted AI, we ensure every citizen’s health narrative drives public policy, innovation, and end-to-end secured healthcare for all Filipinos.

What We Do

We ensure that the rapid advancement of digital health tools translates into tangible, real-world impact, not just theoretical exercises. We purposefully build technology, executing our mandate through four strategic pillars, deliberately mapped to the World Health Organization’s (WHO) Six Building Blocks of a Health System:

The official emblem of the Philippine Health Data Consortium (PHDC) is a hexagonal digital seal featuring a vertical Philippine flag, eight structural columns, and a central Rod of Asclepius. This emblem embodies the organization’s core mission: to catalyze the interoperability of multisectoral health data systems as a national service, aiming for improved patient outcomes across the Philippines. Each design element actively reflects a balance between sovereign identity, healthcare priorities, and the ongoing digital transformation, fostering a healthier future for all Filipinos.

Capitalizing deployment-ready assets (DRAs) while actively preventing financially toxic grassroots solutions:

  • 70% — Execution Engine: Allocated to the multidisciplinary teams (clinicians, data scientists, developers) actively building and refining the solutions.

  • 15% — Grassroots & Demand-Side: Directed to patient advocates and unserved communities. Ensures patients are financially recognized and actively mitigates out-of-pocket financial toxicity.

  • 15% — PHDC Legacy Fund: Reinvested into the Consortium to sustain secure infrastructure, sandbox environments, and ongoing operational governance.
